With Morocco World News

The Conservative government plans to increase immigration levels significantly as it heads into an election year in 2015.

Abstract: One of the most important challenges facing the European Union over the next few decades is demographic: as birthrates continue to decline and the population ages, immigration will be needed to sustain a sufficient working-age population. This volume takes that fact as a point of departure for analyzing patterns and prospects of immigration from the Middle East and North Africa to Europe, taking into account existing migration links and current EU migration policies as well as demographic, economic, and political developments in the Middle East and North Africa.

The Jacques Berque center for Humanities and Social Sciences (CJB) and the Laboratory of Political Studies and Humanities and Social Sciences at the international University of Rabat (LEPOSHS), in cooperation with the Konrad Adenauer Foundation (KAS) organize a two-day seminar (3-4 November) entitled "Presence of foreigners, cosmopolitanism and social changes in contemporary Morocco."

This meeting will bring together researchers whose work is closely linked to the presence of foreigners in Morocco. It aims to create the framework for a cross-understanding of different issues related to foreign presence’s contribution. Particular attention will be given to how they deal with contemporary Morocco and its "cosmopolitanism."

Many aspects of mobility and settling of foreigners in this country have been of little scientific and media interest. In addition, some concepts such as "transit migration", "expat", "illegal immigrant" or "sub-Saharan" have been overused in the public debate and should be better explained empirically and epistemologically. The event will try to consider different interpretations that cover the term "foreigners" in the Moroccan context.

The seminar will revolve around two keys questions, notably: How did the presence of foreigners- temporary or in the long term- interact with the political, religious, as well as the various dimensions that represent the Moroccan society?  How does the Moroccan society incorporate the diversity that makes up its population?

The event is open to the public

Although no one had imagined the creation of an Islamic state in Iraq and the Levant by an initially small minority group nor imagined the restoration of the old institution of the Caliphate (abolished by Atatürk in 1924 ) Daech and the caliphate of Al-Baghdadi are not epiphenomena. What is happening nowadays is to be taken seriously, as much as the Khmer Rouge in Cambodia and the Islamic revolution of Khomeini in Iran. It is a sustained movement that the international military coalition that is taking place will fail to eradicate. They could kill Al-Baghdadi, but another caliph will arise because the ability to restore the caliphate is engrained in many spirits.

Economic studies on migration of skilled labor are mainly related to those trained in the country of origin but are increasingly including students trained abroad that return or not to their home countries. There are incentives and constraints that are provided by both origin and destination countries but the living conditions and the expected relative wages appear to be the most important sources of attraction of students to migrate. The restrictions of access to some schools such as those of medical sciences and architecture could be also driving further migration. The internationalization of the education system and the delocalization of universities in relation to globalization and trade in services are also encouraging these movements. These directions are likely to be expanded under the high levels of unemployment and the expected low local wages. This paper expands early models of skilled labor migration to account for students. Empirical investigations based on Arab countries are pursued. They show clearly the importance of this movement and its determination mainly by the differences in relative expected wages and the anticipated living conditions.
